Neighbor is mentally ill and getting worse

I have a neighbor who is mentally ill and his condition is not improving. He leaves trash on our street and parks his car in front of my house with his trash inside. His house is unfit to live in and I don't know what we can do to help. I'm afraid to approach him 'cause it's progressed to him barking and talking to himself. We live in suburbia and I need resources that can help him.

Walking in London

Where are some interesting places to walk in London? I am in London the next few days and would like to explore some new areas after work. All I know is Bloomsbury to Mayfair to Westminster, so not much at all! It would need to be reachable by tube and should be safe. I would love to find little shops or cafés as well as just a pleasant place to walk for a few hours. I am staying in Hackney, if that is relevant. [more inside]

neighborhood group assets for all?

If you are part of a tenants and residents group or a homeowners' association, have you ever encountered a group which was the entrusted holder of equipment for use by anyone, all year? I am thinking of items that would be missed were they gone. I know a lot already about single-resident-initiated projects. I am more trying to find out if the presence of the items made you more proud or not in your neighborhood and if you ever use or used the item(s).

how to resolve a diversity conflict

A man died near our condo 7 years ago, and anonymous neighbors maintain a memorial at the relevant telephone pole by attaching stuffed animals, artificial flowers, and other stuff to it, which weather eventually turns into trash. Moving from SF to Silicon Valley - need advice on cars and housing

So I've lived in beautiful San Francisco, California since 2005, but I've recently started a job down in Sunnyvale. I can take Caltrain down there, but it's an hour's trip plus half an hour on either end to get from home/work to the Caltrain station in question. This is not sustainable, so I'd like to move south. I'm 31, single, and a city boy from way back, so moving to The Suburbs gives me pause. Also, I sold the only car I've ever owned back in '05 shortly after I moved here. Family Friendly Austin

Looking for family friendly neighborhoods in Austin. My wife and two small kids will be relocating to Austin. Our current neighborhood is filled with kids playing in the street and neighbors interacting with each other. We know and hang-out with a lot of our neighbors. We want a neighborhood / community like that in Austin. I know a lot of master planned communities bill themselves as family friendly but a lot of them always seem like ghost towns.
