What Should I do about Cat-Hating Bad Neighbor?

Last week I saw my snarly, reclusive next door neighbor dump something on the fence where the neighborhood cats come in, and then put a cap back on a jar the stuff came from. Twice in one week. Looked like a Drano jar to me from afar. I later snuck over to the fence and got a sample of it and put it in an envelope. So before I go off the deep end, where do I get this stuff analyzed? Bad fence, crazy neighbor

I'm repairing a section of picket fence that I had built ten years ago between my yard and the property next door. The fence fell down last spring. My neighbor didn't say anything about the fence or the repairs or property lines until the contractor I hired to repair the fence started putting new posts in the original fence post holes. How to get our unemployed and non-insured neighbors to pay for car damage? Our downstairs neighbors (we split a house) are borrowing an (uninsured) car from their friend over the summer. Neighbor's tree needs to go - but should we pay for it?

So, there's this tree - a poplar, over 100ft tall. It's on our neighbor's property, directly on their side of the fence. ("Fun" fact - our neighbor planted it over 50 years ago, to his wife's dismay.) False noise complaints and an eviction threat

My 80-year-old grandparents live in subsidized housing in New Jersey. The neighbor in the apartment next door has been repeatedly making false noise complaints about them, saying that he can't sleep because they play the radio loudly all night (completely untrue). Just moved in, took 5 days for the loud neighbor-hammer to drop.

We moved in 4 days ago to a downstairs corner apartment. It's been quiet, until last night (Monday) at 1 am when the neighbor decided to play some combination of thrash metal and 90s technopop. This lasted for about 5 songs, before I went up, and in the politest way possible introduced myself, and asked if the guy could turn down the music because we couldn't sleep. And also not to hesitate to let us know any time we were too loud. He was nice enough, introduced himself, and immediately turned it down to maybe 15% of the volume it was before. Bad Neighbor!

Neighbor is using an ultra-high-frequency device against us at very high decibels. It causes constant low-grade nausea and a long-lasting ringing in the ears afterwards.
