Need help finding new audio samples

I'm looking for community-created (i.e. free) samples, loop packs, etc. for modern dance music creation. The WAV-ier, less-proprietary the formats, the better. I like Monstercat-style electronica these days but my sample library is feeling pretty outdated. This is a hobby on which I can't spend much money at the moment.

Name this 80s electronica/experimental/post-punk band and song

Some time between 1983 and 1985 (maybe as late as 1986) an electronica/experimental/post-punk band (probably British) released a slow-paced song that mentioned "yellow, blue and green" in its lyrics. The sound was more moody than aggressive. It was at least partially spoken more than sung by the male vocalist. I can't remember another damn thing about it, but it's been driving me mad for years. Electronica-scored "Fantastic Planet"/"Planete Sauvage"?

Years ago I saw a version of the classic weird animated sci-fi movie Fantastic Planet (Planete Sauvage) where the sounds and dialogue had been completely replaced by electronic music from Venetian Snares, Matmos, and the like. I can't find it anywhere - all the sites that blogged about it link to the same outdated video link. Anyone have a line on it? [more inside]

Klaus Schulze vs Jean Michel Jarre

Klaus Schulze vs Jean Michel Jarre - so why is Jarre well known? My question is why Schulze has more than 40 albums to his name (according to the web) or many more than Jarre at least, but is still the lesser known of the two. I only discovered Schulze recently, but I love his music so far from several different albums. I guess this is a question on musical history. [more inside]

Where can I study electronic music?

Over the last few years I've become very passionate about the pursuit of electronic music, and I'd like to become very proficient at sampling/remixing/dj-ing etc. Having been inspired by artists such as Daft Punk, Justice, the Twelves, etc., I would love to be able to do what they do, but many of their production techniques are completely beyond me. Are there any schools/programs out there that can teach me the skills to become a professional-level electronica artist? Ideally I would like to find a degree program in electronic music, rather than a diploma or certificate.
