Mentally unstable sister, I fear for her young children

Background: My sister (38) has a story of emotional instability and I fear for my niece (8) and baby nephew (Down syndrome). My sister was molested by my father when she was in her late teens, which might have something to do with her current condition. She is extremely dependent on (and at the same time very hostile to) my mother. My mother (divorced, late 60s), in turn, is struggling all by herself to help her daughter and the little children, while having to deal with lack of money and her own (physical) health issues. Yeah, you're ill, but you're still being a nightmare...

I posted this question back in May, about my father's strange (and awful) behaviour that seems to be driven by some kind of illness. Things have not improved. Part of me says, "you should be there for him, it's your dad and he's obviously ill"; another part says "he's behaving like a monster, cut him out of your life." Handling bipolar drama

My distant sibling, diagnosed with bipolar some time ago (I don't know any solid details, unfortunately), fell out of touch with me for years. Now he's back in touch, but mostly just to drop dramatic texts on me ("I'm at the hospital", or, tonight, "I'm with the police, I'll call you when I'm released") and then not answer my increasingly plaintive texts or phone calls. I haven't been the prime target of this sort of thing before, what seems to be big swings of mental illness with the hospital and sheriffs and police involved, and the person involved giving me a bit of information but then nothing. Can anyone with more experience give me some advice as to ways I might handle it? [more inside]

Should I try to convince my mother to move across the country so I can take care of her and improve our relationship?

Due to years of my mother’s mental illness, dependency on prescription medication, and wildly varying levels lying leading to all sort of trust issues, I am a 30-year old woman with a very complicated relationship with my aging mom.
