Los Angeles assisted living - best resources for this process?

My father concedes that is no longer able to live alone. He has no money other than his rather meager social security. He is mobile, mostly rational, eighty years old next Monday, an L.A. native, quite independent, a daily library patron, and for his small-but-crucial social needs would like a street nearby on which to buy his daily paper and coffee. Is this possible? I wish to help my brother with the beginnings of a way to secure this.

What's the legal situation with "tiny" houses in Los Angeles?

I'm researching building a tiny house in Los Angeles and I'm looking for building code information. Short of going through the building codes (last I checked the codes are upwards of 6,000 pages) with a finished design, I can't seem to locate any sort of basic summary or "must have" list of features a tiny house has to have in order to be considered up to code. I also can find zero information about the status of trailers or if you could skirt the building code by simply building it on a trailer.

How do I pack for Los Angeles?

Last year I went to Los Angeles and I packed ALL wrong. I saw highs of 80 and I packed for Wisconsin 80s and Florida 80s and that just wasn't right. It would get warm, even hot for a few hours only to be so cool in the evening. Some days it really felt like it was HOT for only an hour or two, then freezing. Living where you're not allowed to stay in Los Angeles?

For reference, I'm looking specifically for information about the city of Los Angeles, California. To be able to legally live in a building and call it home that building must be zoned as residential. There is a caveat to this and that is if you are considered to be a caretaker or custodian of that property.
