What programming languages exist for Linux (preferably Ubuntu) which create GUI applications with ease? I prefer to avoid the Microsoft Studio route as I don't have a ton of cash lying around, and would like something that abstracts the GUI so I don't have to deal with the nitty-gritty of the OS.

Robotics question: simple and high-payoff project, don't have the time/leet skillz/rationale to jump in the deep end of the pool (i.e. academic smartypantses building attack vehicles), don't want to spend the money on/deal with the physical bulk of the shallow end (Mindstorms et al). Can some recommend an open-source version control system that will run locally? CVS seems a bit unwieldy, and other online reviews are geared toward large applications/development groups. Windows based if possible, but Linux is fine, too.
