My friend has a drivers license from the state of Pennsylvania and is currently living in Los Angeles California. They got a ticket for J Walking and the officer took down their name, License # and home address in Los Angeles. Then my friend recently receive a letter from the CA DMV saying that if they don't pay the fine then they will suspend/revoke the license.
Can CA suspend/revoke their Pennsylvania license for J Walking in Los Angeles, CA? Yes/No and how did you resolve it or get out of it?
Thanks!

My husband, having lived in 4 states in 4 years, is trying to get a New York State driver's license. Only problem is that apparently
two out of state licenses are still active, and the DMV refuses to give him a license.

Apparently I was supposed to get Texas plates on my car within 30 days of moving here and get a Texas driver's license within 90 days of moving here. I didn't, and that was 10 months ago. What's going to happen to me?

If I fill out all the paperwork, can I have someone else go to the DMV and hand them in to my registration and plates?

I am in California and I am about to buy a car last registered in Michigan. The car is here. In Michigan, the plates follow the owner and therefore the car won't come with any plates.
Once I take it to the DMV and register it, will they give me some kind of window sticker or something so I can drive the car around before my CA plates arrive in the mail?

The state DMV won't let me renew my registration on my current car because I owe property taxes on the old car. Is that legal? Can the state refuse to help me comply with one law if I am potentially violating another one?

Is it true that when I get a NY state non-driver ID card, they won't ask me to prove my street address? According to the DMV's
list, my passport plus my social security card are enough to get me a state ID. Neither of those two things shows a street address (and I have no proof of my address, and I've never had a driver's license or non-driver ID). Does this mean I could just write my address (or for that matter, any NY state address!) on the form at the DMV?

How do you replace a lost learner's permit in California? I read on the DMV's website how to replace a lost license -- you have to make an appointment, pay some money and fill out a whole new application. But what about a lost learner's permit. If I have a photocopy of the original, can I drive with that? Or do I need to go to the DMV and obtain a new permit?

I've seen a number of cars with a sticker of a white number eight on a red background on their back window. Does anyone know what that signifies?
