Is it reasonable to insist a recommendation letter stay confidential?

A high school student of mine (along with their parent) wants me to give him a letter of recommendation that I wrote about him for an internship program. I feel a little uncomfortable about that. I know it's within my rights, but is it unreasonable or extraordinary of me to refuse? [more inside]

My bosses loved me, I had nothing but good performance reviews and praise. I left the company and asked for a reference, I received a letter simply stating that I had worked for the company.
