The state DMV won't let me renew my registration on my current car because I owe property taxes on the old car. Is that legal? Can the state refuse to help me comply with one law if I am potentially violating another one? [more inside]

I've got a vehicle whose title is in the process of being transferred to me. I've got to do the reregistration by mail from Oregon to California. I've had an offer on the vehicle. The potential purchasers say a bill of sale and them putting the vehicle on their insurance is sufficient to let them drive legally. They also mentioned a temporary registration, which I've never heard of. Is this a bad idea, or a practical one to get the car sold now. [more inside]

So I was crossing the street right after work in the crosswalk, on a green walk sign. A cab was making a left turn, ran into me, knocked me down, and then ran over my foot! The worst part was that he stopped ON TOP OF MY FOOT, wth?! So he gets out of the car to check on me and i'm on the ground screaming bloody murder- BACK THE F OFF MY FOOT- pretty funny when i re-tell it now since miraculously (doctor's words) I was spared from any major injury! This september I was given a car by a friend of mine who was moving out of state (the car and I are in Ohio). We both signed the title and thought we had done everything right, but we did not realize that we had to sign the document in front of a notary or have it notarized to complete the transfer. I live in chicago and got my car towed last night (on Division bet. western and california). The reason is because there is no parking on the street when snow is two inches or more (from 3am to 7am). It has not snowed since wednesday and there was no snow in the street when I parked there, nor did it snow during the evening. I paid the fee to get my car out and I have scheduled a hearing for 2/23/07.
Has anyone successfully gotten their money back? Am I in the wrong? I would appreciate any advice I can get going into this hearing.
