I'm specifically looking for something within the Building Code, but I would also like to have basically every state and local law, rule, ordinance, regulation, recommendation, and suggestion in an actual searchable format.

I live in a pre-war (1920's?) Brooklyn apartment building. Recently, the ceiling in the kitchen collapsed due to a leak in the pipes above, spreading plaster, dust, and wet and dry gunk everywhere. Now the landlord has completed a shoddy-looking repair, again leaving everything in the kitchen covered in dust and powder and sticky gunk. Every. Single. Thing. Two questions: how do I find out if we are in danger of asbestos exposure? How do I proceed if we are?

If a building (in New York City) is listed as being accessible for disabled people, are you allowed to ask them if they're disabled before letting them use the elevator and deny them access to it if they say they're not? Some more 30s New York questions: Would a police detectve in 1930s New York be a uniformed or a nonuniformed role? In the 30s would there be such a thing as plainsclothes police outside of the feds? Are there any years in the 30s in which the New York summer was particularly hot? And, just to be totally random, what popular newspapers in New York in the 30s would have been giving favourable coverage to Hitler, and when would he have started being front page news?

for the lawyers:
i'm three years from admission on motion in NY (which bar membership has been recommended to me by several folks for various reasons). i may or may not be moving back to WashDC in two years (reciprocity with DC and admisson on motion to VA are not at issue). should i sit for the NY bar or wait out the reciprocity?
what advice for/experiences with changing jurisdictions do/have y'all had?
