Should I apply to be the new boss? Yikes!

A new management role has been created at my large nonprofit workplace. Thanks to some restructuring, I (a mid-level person with no management responsibilities) will be reporting to the person in this new position. I am considering applying for it. The new job is directly related to what I do. I have excellent understand of the culture and the organization (very important for this new role), but the new position would be a stretch for me in terms of experience, especially management experience. I'm job hunting for the first time in a few years, and I just saw a perfectly delicious looking Content Editor gig at a women's apparel website. They want me to include my writing portfolio, for obvious reasons. What's the most current best practice for how this should be formatted and attached to my application email? I have a variety of blog, website, and social media content from my current and former jobs. Should I just pick my favorite clips, toss them in a word doc, and attach it? Something fancier? (Posted for a friend) A co-worker of mine and I were discussing a sticky situation that I think is pretty common in the IT field. We are both applying for new jobs and have been asked to submit sample code as well as documentation. Obviously code and documentation is intellectual property of the employer, even though the employee essentially wrote/designed/authored it. How would one go about submitting code and documentation in a legal and ethical manner that still displays relevant work experience?

How serious is copyright infringement?

How serious is copyright infringement for a government job? Polygraph test is likely for this job, as it would come with a Top Secret clearance. I'm in college with an internship possibility ahead and I have no drug/criminal history (not even traffic violations), except for downloading music/movies semi-regularly.
