A Job Offer with a Fee?

I just received a job offer yesterday at the place of business that I temp at. It requires that I stay there for at least one year, or else I must pay a fee. I like the thought of having full-time work with benefits and am very thankful, but I don't feel that I fit in the city I'm in currently and didn't see myself staying for another year. So my fiance is very smart, hardworking, great with people, courteous, etc and so forth. He's currently working as a lead teller at a large banking corporation. He's been there for a while, and the management staff over him have all rotated and gone from being pretty good managers to people that make working there frankly awful for him. Help I'm Lost

My peers all have careers, spouses, houses, families ... while I'm single and thinking of moving to Germany as that's the only way I'll be able to afford a second Bachelors. (I want to study something STEM related to break out of this job rut I'm in). I can't help but think of it as an incredibly lonely endeavour - to study a new language and then attempt to go to Uni all over again with people more than a decade younger than I, in a country where I know no one at all ... and to top it off, I was never very good at making friends and I am not close to my family members at all. Hi All, I am suffering from major career burnout and I hope you can help. I am a 31 yo chick who has been working in IT for the last 8 years. The first 4 years were ok, since I worked in software consultancy and did not get involved in politics and silly meetings. I was never planning to work in IT, I just fell into it, working in support and working my way up to Consultancy. I have made the dumb but financially viable choice of becoming a Business Analyst 4 years ago. I hate every single minute of it; the politics, the lack of career prospects, the boredom, the lack of creativity and constant role playing. Please indulge me in my 100% hypothetical work situation

I know, what good is worrying about something that hasn't happened yet? Well, I am anyway. I am fairly certain that my supervisor in our very small office will be leaving her job soon. I am also fairly certain that when this happens, I will be offered her job. Our boss is lazy and this has always been her way of doing things (maybe I am giving myself too much credit?). While I sometimes like my work, I am also sometimes miserable, and I have been sending out applications for other jobs for a while now. I really, really, really do not want my supervisor's position for many reasons, not the least of which is that it doesn't align with what I want to do with myself career-wise anymore. I know there would also be no significant pay raise. What would you do in this situation? Decline and stay in your current position? Accept the new one and then jet when the time comes? I realize there are a ton of ifs involved, but I feel like I need to think about it.

I graduated from college a year ago without a community I was passionate about, and without many friends. In the last year I coached a high school debate team, and I've been working as a math tutor for the current semester. Thing is, I never really enjoyed para-education, and would rather take a job in something I can make a happy, extensive career out of.
