Confused about giving up my job that I know (almost) inside out.

Been working at the same not-for-profit for 4 years and I feel that I'm 'in with the bricks', get on with my colleagues and am the 'go to person' in the organisation. However, I've ALWAYS been unsure about the ethics of my boss regarding such things as favouritism, making rules up as she goes along, finance etc. I've now been offered another job as an Executive Assistant for local council - more money, better holidays etc BUT I'm scared. My job title is scaring off potential employers and I'm not sure what to do about it. Anywhere else the role I hold would be a executive level position that commands twice the salary I make (which is mid-level), but in my company I'm really more the equivalent a junior or senior contributor (plus some extras).
