How did 192.168 and 10, etc get selected as the private IP address ranges? I know it's in the RFC, but is there a story about why they picked those particular numbers? Who picked them?

My router logs show that I have been under what looks like a sustained low level DOS attack for quite a while now. An example entry is: 1 Blocked by DoS protection 10.69.0.1 I assume the IP is spoofed because it is a reserved IP and I am on a 192.168.*.* local network. Every day for the last three weeks or so Sygate Personal Firewall Pro has blocked twenty or more port scans. In the past I would be scanned maybe once or twice a week. What has changed? I change my IP address from time to time and I know my box is secure and isn't worth hacking anyway. What gives? I'm getting tired of the blinking icon.
