Should my mother buy long term care insurance?

My 70-year old mother is trying to decide whether to buy long term care insurance. The premiums are high (>$4000 per year, for max three years of benefits) and she's trying to weigh the risk of running out of cash too young if she coughs up the premiums, versus the risk of self-insuring. My girlfriend might have lost her insurance, and we need help.

AskMe: we need help. My girlfriend just found out that her health insurance was terminated for non-payment (she thought she had paid it, and when I get home this evening we'll double-check our accounts to see what happened.) Can I buy health insurance as a long-stay visitor in France?

I'm an American living in France on a long-stay visitor's visa (I'm here as an artist in residence working on comics in Angoulême). To get my visa, I had to prove I had health insurance. At the time of my visa application, I had American health insurance which covered only emergencies abroad, so I assumed that if anything came up, I would pay out of pocket here in France and then, well, go home if anything really grave came about. I also bought travelers insurance from World Nomads to cover repatriation (necessary for the visa). Now, because of reasons that I wont go into here, I have lost my American health insurance and am left with only the travelers insurance, which is really not sufficient. I'd like to stay in France and am planning to renew my visa for another year, so I want to make sure everything is in order. I'd also like to be covered! Is it possible to buy French health insurance as a foreigner who is technically a "non-resident"? I've googled a bit and found some links to various companies who seem to do just this, but I would like to hear from others who have done the same or who know something about it.

Help me buy a car!

Car buying out of state: I have a NJ license, am staying with my parents for a while in NH, but my job will be in MA and I intend to also live there eventually. I need to buy a car to commute to work ASAP. I haven't had a car in 4 years. What is the best way to proceed in this situation, i.e., should I get a NH license right now, buy the car in MA with my NJ license, no idea. Will the dealer provide temporary tags and insurance, if so, for how long? I changed my address with the post office but I still own an apartment in NJ and I don't want to start paying rent ( and moving to MA) until that sells, which might take over a month.
