Is it normal to be asked to sign a Receipt of Beneficiary (and Consent to Discharge, and more) without receiving funds first? [more inside]

My dad passed away 18 months ago, and the executor's lawyer informs me they're still awaiting a foreign beneficiary's obtaining their tax id in order for final distribution of his estate to be made. Is this a reasonable delay? details inside. [more inside]
