At what point would it be illegal to have a fake online identity?

I am considering creating a fake online identity to run some websites (it's much more boring than you think, nothing sexy or whatever). A pen name. None of the website will be illegal or about illegal activity but my identity would be fake. Once I start going farther down the rabbit hole (agreements with Ad Sense and affiliates, for example) would I be doing anything illegal? [more inside]

I am currently without any valid identity papers in Qu├ębec, Canada, of which I am a citizen since birth. What is the best way to bootstrap myself back into valid identity, since it seems all identity documentation requests require one form of valid identity to go through? What do I do after someone uses my SSN for himself?

Someone in another state used my SSN to open credit in his name (not my name or address). Then this guy skipped out on the bills. Now the bank has tried to garnish my wages at my job by via my SSN. My job told the bank to get lost, basically, since I'm not the guy in question. Still, there's this matter of my SSN being used by this guy. Is the IT Security Officer lying to me?

Am I being lied to? I am receiving threatening/harassing emails from several yahoo accounts, but the person/people involved all have IP addresses that trace to a single university. The university has an IT Security Officer who tells me that he's done everything he could to track the IPs (they are all different but from the same institution) and he can't pin them to a single computer or person. I do not necessarily believe him. I have looked at other questions and answers, but would like to know what you think. I should mention that a login and password is used to access the network at this institution, even for the wireless network.
