Is this raptor just a really gruff osprey?

What is this raptor I hear every morning? I'm in Plymouth, MA near a large lake. It's not an osprey or bald eagle (I listened to all the raptors at All About Birds), and unfortunately I have only seen it once (and not very well) so ID'ing it by sound is my only option. Childhood Book Set in Medieval Times

I read this book in the 1970s or possibly the early 1980s. The story is set in medieval times, the main character is a girl and it has to do with damask roses (breeding or raising them?). There's more too it of course, but that's all I remember. The book was a paperback and the cover had a full colour drawing of the girl on the front standing by some roses. I believe she's wearing a rose coloured cotehardie or something similar. A rock wall or well may have also been in the background of the cover.

By setting cruel puzzles for them (such as a descending weight that threatens to crush them) he gets them to invent things for him, one of which was a super strong material made out of banana peel. It most likely ends badly for the scientist.
