Russian ice cream (in particular, this kind) tastes very different from US ice cream. Why is this, and where can I find similar fresh ice cream in the Bay Area? [more inside]

I once tried some "gelato" at a local cafe that wasn't really gelato, but sort of a gooey, stretchy, almost toffee-like ice-cream. Does it have a name?
