Help me learn old school web design

I have recently taken charge of an old webpage that is a bit out of date on a university server. I am primarily familiar with Google Sites and Wordpress, where there's a CMS editor, but here it's just an ftp site with raw index files that require Spry to run. What do I need to edit it? Would it be relatively easy to create a redirect to a site that I control running a CMS I understand? How do I keep that from ruining all the old backlinks?

This is why I don't like maintaining other people's webpages

I didn't design this page, but I'm now maintaining it. Why does the shaded gray box on the right appear halfway down the page in IE, but right where it should in Firefox? I think it was designed in Dreamweaver, but I'm not sure. How can I fix this?

auto-inject links?

Is there a way to automatically inject links to corresponding text phrases in Dreamweaver? For example, everytime the phrase, "flashy raver pants" appears, would it be possible for Dreamweaver to automatically make it a link to a pre-determined site? And if not in Dreamweaver, is there another way?

What scripting languages and/or CMSes are most important to learn in a library environment?

Library/information science question(s): My code-fearful friend succeeded in getting through library school without exposure to more than basic HTML. I now have him on a diet of Dreamweaver and XHTML, with a sprinkling of GoLive. He's wondering about next steps: for someone who wants to be well-equipped to work in an academic, medical, legal, or similar library or archive (with web development as part of his job, rather than the focus of it), what scripting language(s) and/or content-management systems are most important to learn? Is the library world fragmented in this regard, or is there a dominant technology? What would be a logical entry vector into this world for someone without a comp-sci bone in his body (in terms of languages/systems, and specific learning resources)?[no more inside]
