When, where, how and whether to complain about these job interviews?

I've interviewed twice now for academic jobs at my current institution. Both times during the interview it came out that they were considering me for a different job, one that I hadn't applied for (in both cases two jobs were advertised at the same time). I really hate this practice for reasons below, but is this just me, or is it actually inappropriate? And if the latter, who should I complain to? I am thinking of HR - there was an HR representative present at the interview. [more inside]

How to not give myself away to HR?

Interviewing for a new job. HR has asked- in writing (email) - for current salary (which is low, in part due to location in low-cost-of-living state) and salary expectations. Because they want this in writing, it doesn't seem like I can obfuscate with the kind of answers that are usually suggested for in-person interviews. Any suggestions? Details within. [more inside]

Does anyone have a recommendation for a job posting/administration application that uses either ASP or ColdFusion? I'm looking to implement something that will allow users to search jobs and submit their resume and will allow the HR department to post, edit, and delete jobs.
