My dog is going crazy (I think) and it's driving us crazy!

How can I encourage my dog to pee .. cold weather edition

So, it's been around -30c (-22f) daytime with windchill of -40c (-40f) and my shih tzu is protesting. This is his first winter in these temps. He is puppy pad trained, but will not use the pads during the day. For five days he has been relieving himself only at night (on training pad), and I am worried he will do damage to his health. New puppy is a noon-pooper

New puppy house training issues... Well the GF and I fell in love with a small dog at the local humane society, and being new to this and living in a small apartment and both having jobs that take us away from the home during the days, we were happy to be told that she was 2 years old and pretty well house trained. What is this strange phenomenon happening with ostensibly house trained dogs soiling the house? I just threw out three area rugs that my 4 yr. old Beagle has ruined by pooing and peeing on them, even to the point of blackening the hardwood floor beneath. Last week I rescued a 7week old lab (mix) puppy from the pound before she was put down. She's a sweet girl, but I can't seem to get her house trained. We've got a soft crate, we feed her on a regular schedule, I take her out every two hours. ...more if she looks like she's sniffing around.
