Who can tell me why my gas bill is too high?

How, in a multi-apartment setup, do I determine what gas-run appliances are serviced/connected to which apartment? I strongly suspect I am paying for appliances I am not responsible for, but I need to be able to prove it to my landlords or gas company. [more inside]

My apartment's radiators are loud and letting out steam. Is that normal?

We've just moved into a new place and it's now gotten cold enough to turn on the heat. Two of the radiators are really loud with air escaping, and often have visible steam coming out of the valve on the side. I've never seen radiators do this. Is this normal? Is this safe?

No sweater thick enough

I have a double sliding glass door in my bedroom that leads on to an enclosed porch. These doors are slightly bowed outward away from each other, which leaves a gap about the thickness of my finger in the middle. In Beijing, in December, with prepaid utilities and heating that's barely adequate to begin with, that's not a good thing for my wallet, conscience, or bodily comfort. So how can I McGuyver this gap shut? [more inside]
