What are the repercussions for someone operating a wheelchair or motorized scooter who repeatedly runs into and/or injures others--accidentally or otherwise? Are the wheelchair-bound required to have insurance? Who pays for damages? Can restrictions be put on their speed or on the areas in which they're allowed to operate their wheelchairs? I'm seeking resources and/or detailed information for a research project and so far haven't had much luck.

Where is a good (NO, GREAT!) place to vacation in Florida for two old ladies, one of whom is sick and cannot bear the airport hassle. We will drive from Virginia, lay on the beach all day and let the water lap at our feet whilst we kvetch. Sis and I like art, history and snorkeling, and the ex-hippie in me always wanted to explore Key West but understand it's beaches are less than desireable. Need to rest yet hunger for knowledge and new adventures. Have looked at cruises but there are none that float my boat (excuse the pun) at this time. I really want to miss spring break crowds too.

How hard is it for a mostly wheelchair bound person to get around Spain by train? Our party of 4 includes one wheelchair user (who can make short walks on prosthetic limbs if necessary) and three people with no mobility issues. We're trying to determine if we can travel by train among Madrid, Seville, Toledo, and Cordoba, or if we should rent a car. First-hand accounts would be particularly appreciated, and any other tips on accessibility issues in Spain are welcome as well. [more inside]
