Hard H2O Hair Hell

I've just moved to the country from New York City, and although many things about living here are easier, the water is really really hard. My skin is fine but my hair looks just awful--where it used to be big and bouncy, it's now flat, dull and frizzy. I tried adding baking soda to my shampoo (per thriftyfun.com) and that helped for about a day but now things are back to terrible. I just came from getting a haircut--which I'd hoped would help--but it's still awful. Help me. Please. Products, techniques, anything?

Color after henna

So, I used Lush henna on my hair about a year ago. It has taken that long for it to grow out and now only my ends remain the henna-d color. I've asked how to keep my red hair from fading, and those products definitely help, but I've returned to my old standby for touching up my roots: Schwarzkopf Igora toning mousse in Light Copper Brown (5-7). From a guy who has never used hair gel:

I'm a guy with short hair. I don't use any product and it's sort of parted / flipped in the front. I pretty much just run my hand through it and that's how it stays. However, it's always easier to manipulate it after waking up in the morning (and thus ~24 hours after my last shower). After I shower and let it dry, it doesn't really stay up and is sort of lifeless - not sure why (maybe it's less oily from an active day and a night's sleep?) Might be a silly question, but is there a product that I can put in my hair after a shower to make it easier to manipulate, but without it looking like I have product in my hair?

I want the hair on my head to match the hair on my face as the latter greys.

My head hair is brown with wisps of grey at the temples. My facial hair is salt/pepper. I would really like some way of colouring my head hair grey. I know that greying is colour loss which is difficult to mimic. I am not interested in repeated temporary solutions as might be used in theatres. I would like something similar to the semi-permanent hair dyes and going to a hair salon for this would be fine. Reason? Why not - it's just another colour. Or lack of it. Upkeep would not be an issue if the result was good. Does such a process / product exist? Thanks.
