How to make pictures look more like cartoons/illustrations?

I would like to make some photographs look more like cartoons or illustrations in Fireworks (or Photoshop if necessary). Anyone have some tips on getting this accomplished? I have Fireworks 8 on my machine and access to Photoshop CS2 at school if worse comes to worse. [more inside]

Why Don't Web Graphics Display?

Sometimes graphics are not displayed when I'm online. Graphics *are* turned on and generally *do* display--that's why I'm confused. I'm not talking about unusual graphics, odd graphics formats, I'm talking about regular GIFs or JPGs. I use Internet Explorer version 6, if that helps. I would appreciate any/all tips! Thank you.

Wacom Intuos Tablet question

I have the opportunity to buy an used x Wacom intuos graphics tablet to use with my photoshop program. It would cost about $85.00 with shipping. It is being offered on e-bay without the software that the owner says is free to download from the Wacom site. My question is to those of you with Wacom experiance, would it be better for a newbe to go for the more expensive (new) wacom to take advantage of the provided software and hard copy instructions or do you think a person that is reasonalbly technologically proficient with computers / downloading etc. be able to get up to speed using advice typically found on the internet? Logarithm Crash Course

I'm working on a data graphic with a linear scale horizontally but a logarithmic scale vertically. The y-axis (count scale) values range from 0 to 200, with the mode average in the lower third of that range. I'd like the graph to take up only a third of the size vertically that it currently does. I can recognize a logarithmic plot when I see one, and I know what I want generally, but I don't have enough of a handle on the Math to actually calculate and plot such a scale myself... at least accurately. I'd appreciate any help in understanding the Math. It's one thing to see a formula, and another to know how to use it. I'm also not 100% sure that this is the best way to handle such a graph, so alternate strategies or confirmation are welcome.
