How do investment banks, specifically initial public offerings, affect government policy and vice versa?

I'm curious about careers in financial-sector regulation. What kind of advanced education would help me get work with the U.S. Department of Justice, the FDIC, the SEC, or a state regulator? Is it better to focus on states (which ones?) or the federal government for this kind of stuff? Do some universities graduate more people into this kind of work than others? What kind of dues paying is required before the work gets interesting? What should I consider as I weigh either pursuing legal or finance training? [more inside]

Do U.S. government takeovers of financial corporations mean the possibility of substantial profits for the government when the markets turn around?

So Lucent got fined yesterday, to the tune of mamny millions of dollars, byt the SEC for the criminal euphemism of Account Irregularities
Like other high profile SEC investigations, why do they always mention the fine, but never discuss where the funds go?
Are they used to offset the defrauded investor's losses? Or does the gov't turn the investor's loss into it's gain by keeping the fine for its own purposes?
