Should I be encouraging my 9 year old son to retract his foreskin? Is cortisone cream to thin the skin, prescribed by his original pediatrician, a good idea? [more inside]

Urine gets trapped between my son's foreskin and his penis (he is not circumcised, obviously). He's six months old. Over the weekend we noticed this every single time we changed his diaper, but it is not something we'd noticed before Friday of last week. My question is: is this unusual enough that I should contact his Ped ASAP, or is this basically normal and I can wait and talk with his Ped about it during his regular 6 month check up in two weeks? I'm going to be having a baby boy soon, so I've been forced to handle a sensitive subject: foreskin! Should we circumcise him, or not? Is it genital mutilation or just good, clean hygiene? I'm snipped, so it's always seemed perfectly normal to me, but is it even necessary? Some professional medical advice would be appreciated, as well as any sociocultural perspectives/opinions you might have.
