How do I get the rights to make a play into a film?

I want to turn a short play into a short film. If completed, it'll be a low-budget affair seen at a few festivals and hopefully online; the play was first performed in 1990 and the playwright is still alive. How do I go about getting the rights to film his play, or see if I can even think about affording it?

A while ago I saw an amusing "short creative film". It was all told on computer screens, like a screen cast where you watch people type an work on their computer. In it you see a lot of typing in a chat room or forum, and the theme is that a stranger they are talking to is actually a murderer of some kind. About 9 years ago, my brother and I saw a short animated film on the Independent Film Channel (he says). It was about floating robot-things residing in a place similar to that of the one Homer went to the time he slipped into the third dimension. You're going...skiing!

Many years ago, Saturday Night Live used to showcase short films as interstitial material between skits. One of these was a take off of In Cold Blood, done in black-and-white, and depicted two men waiting outside a house in the dark, smoking, then donning ski masks and going up to the house, ringing the doorbell, and when the startled home owner opened the door announced "You're going...skiing!". At this point the film cut to stock footage of skiiers at a ski resort, uh, skiing. Does anyone remember this short film? What was it called, who made it, and most importantly, where can I get a copy, preferably on DVD?

Digital Distribution Filter: It seems that the video on the internet can be put in two groups - the DIY (low production value) and the "produced" (iTunes, etc.) content. I'm pretty sure DIY content producers don't make any $, whereis "produced" content always needs to recoup. What kind of deals do iTunes or AtomFilms make for independently "produced" short film content, e.g. how much of that $1.99 does Apple keep? [more inside]

Japanese live action toy show

I know this may be quite a stretch on the little info I remember, but back in the mid 80s, there was a Japanese live action short about 2 toys that escaped from a toy store. I vaguely remember one was a camera or a pair of binoculars with glasses on it. I believe I saw it on PBS or on The Disney Channel.
