Program to download an XML file

We are trying to manually download a dropshipper's XML file of products. The file size is over 22MB and I can't open it in my web browsers Internet Explorer or FireFox (both latest). I tried asking them if they could allow me to read the directory the file's on so I could right click on it and download it manually but they refuse to do so. They told me I need to use an external program to download this XML file. I tried looking but with no luck. Could someone please help me. Thank you so much...

Where can I upload this file?

There is a file that I want to upload somewhere so that an infinite number of people can download it for free and without having to first sign up/become a member of anything. There should be no download limit and no expiration date. The file in question is less than 1mb in size, and is completely legal. Any suggestions?

How do I delete a stubborn mpeg file?

My computer is refusing to let me delete a fairly large file. It's an mpeg movie file I downloaded from Limewire (have mercy, MPAA)! Whenever I try to delete the file, I get a message claiming the file is in use by another program, but I don't see any programs running in task manager that would be using this file. The file is in my documents folder. Any thoughts on how this stubborn mpeg can be deleted?
