I feel like a dick asking this, but is there any way to tell if my neighbors are throttling our shared internet connection with downloads? And if they are, is there any way to partition the connection so my connection's not affected? [more inside]

I have an internet etiquette question. If I reproduce someone else's drawing/vector/artists interpretation of a copyrighted image and then post my rendition to flikr or whatever, should I get permission from the original interpreter? [more inside]
