The 21 day CA unemployment benefit -- am I screwed?

CA Unemployment 21 Days Deadline: How to become eligible again? Back in July, I filed with California to get unemployment benefits. Around the 20th, I got a reply from CA EDD, and I didn't open it for months. I figured that I didn't need the money right then, and the state of California was giving out warrants in lieu of checks (due to the state government's insolvency).

When I finally opened it (on October 9th), it said that I had to register within 21 days of the notice date (July 20th).

My question is: am I screwed? Will I be able to obtain unemployment benefits at all? Do I have to reapply? Should I go in person to the local office to clear things up, or is it better to call in (I haven't had much luck reaching a person when I've done this) or do this online? Any help or insight you can provide would be great. Thanks.

I want an iPhone for $199...

Will activating a current iPhone for a day make me eligible for the $199 iPhone 3G? So I've checked a bunch of sites and FAQ's, and it looks like current AT&T customers who are not eligible for upgrade will NOT be able to purchase the iPhone 3G at the $199 price point.

http://consumerist.com/tag/iphone-confusion/?i=5016253&t=atts-customer-service-has-no-damn-clue-whats-going-on-with-the-new-iphone

http://www.engadget.com/2008/06/12/iphone-3g-everything-you-ever-wanted-to-know-but-were-afraid-t

However, there is a special clause for current iPhone users:
"all active postpaid customers in good standing with a 2G iPhone will be eligible to receive the qualified upgrade pricing for a 3G device regardless of service tenure"

My question is this: I have access to a current iPhone. What's to stop me from simply moving to the iPhone 2G for a day to receive the upgrade pricing?

Did my ID get lost in the buyout?

Should US DOJ I-9 Employment Eligibility Verification forms (and associated copies of ID) for employees of Company A transfer from Company A to company B if Company B buys Company A?

Of course, there's So I previously worked for Company A and am now an employee of Company B via the buyout of A by B.

Buyout occurred in middle of 2006.

HR Manager of Company B is just now (Feb 2007) demanding that I, and other former employees of A, fill out a new I-9 and provide copies of the requisite identification.

My issue is - what happened to the I-9 and ID copies I originally provided to Company A? I'd hate to think that mine, and hundreds of others, are sitting in an old file cabinet somewhere just waiting to be brokered to the identity trading underground...

Should I be asking Company B where Company A's records are, or do I need to just shut up and fill out the new I-9 and bring in a copy of my passport again?

Will my army deployment make me ineligible for Peace Corps?

Does my involvement in information-gathering activities make me ineligible for Peace Corps? I was in the Army from 1997 to 2001. I was operationally deployed during the spring/summer of 2000. During my deployment, my unit engaged in information/intelligence-gathering activities. In fact, my unit was involved in two separate programs; one involved the CIA, one did not. I was involved in the program that did not involve the CIA, and never actively collected information. Rather, I edited situation reports sent to our headquarters from teams in the field. Does my involvement in this program, or the fact that my unit (but again, not me personally) had contact with the CIA make me ineligible for Peace Corps? If so, for how long? I've read the Peace Corps form relating to this topic, but it looks like there's some gray area. Anyone else with a similar military background applied to Peace Corps?
