I shocked my partner with my computer. Why?

I was sitting in bed with my laptop about an hour ago. When I reached out to tap my partner's arm, we both felt a buzzing, dragging feeling - like touching the handle of a turned-on electric razor or something - and pulled back from each other. This only ever happens with MY laptop, regardless of what my partner is doing/holding/touching. [more inside]

How do I reduce static electricity in my house?

Carpets in new home are producing tremendous amounts of static and lots of sparks. What are good solutions to reduce the static to protect computers and other electronic equipment? Ideally, the solution would reduce the static across the entire house, as trying to protect each piece of equipment with an anti-static mat or some such would quickly become cost prohibitive.
