Switch doesn't switch correctly.

Please help me understand this bizarre home electrical-wiring problem, and how to fix it. I've got a mid-50s house. I wanted to put an outlet into the second bathroom, which has none, and it looked like the easiest way to do that would be to replace a wall switch with a combination switch/outlet (specifically, this one). Bathroom GFCI wiring

Our bathroom has a GFCI combo switch/socket where the switch is hooked up to the bathroom fan/light. It's wired downstream of another switch controlling the vanity fixture, and set up so that the socket is only hot when the switch is on. This makes it suboptimal for, say, charging an electric razor or toothbrush overnight, because that means leaving the fan on. What's the best way to change this? [more inside]

Help me not be the annoying new roommate who killed the house.
