2-prong electrical outlets in my house. What should I do about them?

Our house, built in the 1960s, has a few rooms where the only outlets are the old two-pronged type. One of these rooms is my office, and the only way I could setup my computer and desk was to use a "cheater" plug to adapt a power strip with 3-prongs to the 2 necessary to plug into the wall's outlet. What makes electrical panel double taps so expensive to fix?

I have a "double tap" in my electrical panel. This seems easy to fix (even the most complicated fix simply involves adding a new breaker to the breaker box). But this task is supposed to only be performed by an electrician. I was quoted $265 for this fix by an electrician (Seattle, USA). Is this charge reasonable, or am I missing something here?

Is my apartment's wiring safe? Arc-Fault breaker flips intermittently

My apartment has an Arc-Fault Circuit Breaker in the electrical panel that trips intermittently. While investigating troubleshooting steps, I discovered that I have have two circuits that share a common neutral wire. These two circuits, however, are independently switched at the panel. I have a two-gang light switch that appears to bridge the two circuits. Is this safe? Here's my basic circuit diagram. The "Bed/Bath Closet" light is controlled by the Bedroom breaker, not the bathroom breaker. But I was able to measure 220V across the two Bed/Bath switches that are controlled by independent circuit breakers. [more inside]

I changed an electrical receptacle, and now my 3-way light switch won't actually turn off the lights. They stay permanently on. Seems the lights were jumped into the electrical outlet, and I created some kind of short circuit so that the lights bypass the light switch and won't turn off. [more inside]

A few months ago I moved into a new apartment, and decided to get one of these industrial shelving units - something like this to use as a desk/bookshelf/musical gear shelf. Everything works great, except when I plug my macbook into its charger and start typing. If my hands are on the aluminum body of the macbook and my wrists brush up against the metal frame of the shelving unit, I get a sharp shock, nothing too bad, but painful and annoying. [more inside]

Tenant's Rights / Electrical work question - Hudson County NJ

While I was dusting the blades on one of our ceiling fan/light units it made a loud grinding/zapping noise and fiery sparks flew out. Needless to say it is now turned off at the wall and will stay that way until an electrician takes a look at it.

Short version: our landlord doesn't want to send an electrician. I on the other hand do not want to be electrocuted or burn the building down. Help me find this article about household AC power.

I once read a great article explaining why we use polarized plugs, grounding, and GFCI outlets in household AC circuits. It was written from the perspective of an electric company whose customers keep getting electrocuted by their appliances.
