Electoral College filter: Why do nearly all states award their electoral votes on a winner-take-all basis, when splitting them up could get them more attention and favorable policies? [more inside]

Every day, we are"treated" to new poll numbers showing Kerry and Bush at various percentages (Bush is leading, and seems to be widening that lead, according to most, except on that Wacky electoral-vote.com thing, but whatever...)

What I don't understand is how these percentages correlate with (or do they describe?) Electoral Votes. Does anyone understand how these correlate/connect? Can someone explain?

Can someone please explain why a candidate gets all of the electoral votes in a given state if they have the majority of votes in that state?

Wouldn't it be more sensible and accurate to allow electoral votes to be distributed according to the percent of votes carried by each candidate in that state?

Am I missing something?

Girl came to my door asking if I wanted to vote in the caucus or whatever for Howard Dean. I said no because I am one ignorant American when it comes to the election. Would someone explain caucuses, the party system, how the president gets elected, the electoral college and everything?
