My distant sibling, diagnosed with bipolar some time ago (I don't know any solid details, unfortunately), fell out of touch with me for years. Now he's back in touch, but mostly just to drop dramatic texts on me ("I'm at the hospital", or, tonight, "I'm with the police, I'll call you when I'm released") and then not answer my increasingly plaintive texts or phone calls.
I haven't been the prime target of this sort of thing before, what seems to be big swings of mental illness with the hospital and sheriffs and police involved, and the person involved giving me a bit of information but then nothing. Can anyone with more experience give me some advice as to ways I might handle it?

When I was in Japan about ten years ago, I recall seeing a movie on the VHS rental racks about a guy working at a remote train station, possibly in the north of Japan? I seem to recall that the cover/poster had the station agent standing in a snowfall, and I think he was played by a much-loved actor, but I can't recall the title or the actor. I believe it's a dramatic film from the mid-to-late 1990s. Does this description ring any bells? I'd like to finally see it.

Stage Combat Question. Is it possible to take a bladed weapon and render it safe for use on-stage (without damaging the weapon itself)? I seem to recall from my days as a DragonCon volunteer that cosplayer's swords had to be taped* and/or bated (or else the sword had to be peace-tied so as to prevent its leaving a scabbard), but I can't find a description of the safety-making process.
