He peed on my wife's leg

We have a neutered 15 month Irish Terrier. Very well trained and walked etc, a very content little fellow. I (the Dad in the family) take him on most walks and fun/training stuff. Today as my wife walked him, while stopped at a street corner waiting to cross, he quietly cocked a leg and peed on her leg! I've seen non-neutered dogs at the park do this but never our dog. He listens to both of us but I have most interaction with him. What does this behavior mean? What do you think is going on his head?

I understand the basics of training a dog to perform a positive behavior: repetition, treats, encouraging words and body language, etc. I've even been somewhat successful in training my dogs to sit, stay, give paw, etc. But one of my dogs barks at my husband whenever he walks by, and he (the husband) is getting pretty darn tired of it. My dog (obligatory pictures) has a mass in his lung. The vet specialist explains that it could be an abscess, tumor, or lung lobe torsion, but regardless of which it is, it'll have to come out. Attacked by dog, how to get owner to take responsibility?

Help me think straight. I was attacked by a loose German Shepherd while out on a walk with my husband and our two small leashed dogs. What should I do next?
