Alternatives to beagle-carrying

My dog Milo (obligatory pics 1 2 3) is starting to have trouble with stairs. My apartment is a second-floor walk-up. My roommate, who is usually home with him during the work day, currently has health issues that mean toting around a 20+ lb dog is a no-go, especially while navigating stairs.
