I know this is a long shot, but does anyone have information on how the Government of Mexico was able to convince it's citizens that investing in disaster risk management (DRM) insurance/cat bond schemes was worthy of their tax money?

Let's say you have a global disaster where the traditional web is no longer available (all ISPs are down, or a virus/cyber-attack incapacitates the web for entire regions of the world). What are the data communication alternatives in this sort of context? Is anyone still running a BBS? Does anyone even have a dialup modem anymore? Is there something better than this?

There's a quote from Criminal Minds that has stuck in my head:
Gideon: After Hurricane Katrina I read some essays by religious scholars. One writer said God was punishing America for its immorality; New Orleans was a wicked city, like Sodom and Gomorrah. Another one, a priest from New Orleans, he thought the hurricane was proof of God's love. Those levees didn't break until after the storm was over; if they'd broken sooner, thousands would have died.
Sooo...is there any truth to that
quotation?

I would like to find would in disaster relief so I may travel and begin to pay off my student loans for my new BA in English. I'm also interested in teaching English abroad and have been trying to find programs in both of these fields, so if anyone has information on anything where one can travel, doesn't matter how terrible the pay just as long as there is one, again, I'm in debt.

Does anyone know where to download any of these Chinese sensationalist pseudo-documentaries made of 9/11 that mix real news footage with clips from blockbuster films? They freely mix fact and fiction, using news footage and illegal clips from Hollywood films. There were three made, with the titles: 1) "The Century's Greatest Catastrophe" (I've also seen it called The Century's Great Catastrophe") and 2) "Surprise Attack on America" and 3) "America's Disaster: The Pearl Harbor of the Twenty-First Century"--all made in 2001. There is a report on them in an article that was in the
New Yorker. Also mention of them made
here. Since they are illegal mash-ups of existing source material, I don't mind if I have to download them from 'questionable' sites. But I'd really like to consult these films for a study I am writing, and would appreciate any pointers as to where to find them.

I lost pretty much everything I own when
my apartment building burned down about a week ago. I had been putting most of my energy & time into job search. Now I've had to take a big step backwards & deal with some basic problems involving recovering from a disaster & rebuilding my life from scratch. That's where I'm turning to you, the Hive. I'm looking for ideas, tips, stories & practical suggestions for starting over after you've lost everything in a disaster. I'm somewhat at a loss & anything you can do to make this process easier would be greatly appreciated.

What steps can I take to reduce the risk of, or prepare myself for, common disasters in life? The first time my hard drive crashed, I learned to back up my data regularly; when a friend's dad had a heart attack when I was younger, I learned how to eat healthily and exercise; it took a root canal for me to realise that brushing my teeth isn't enough. I've also learned the hard way that just because a young woman asks you out, doesn't mean that you can skip the step where you ask, "Hey, uh, you don't have a boyfriend, do you?"
I'd like to learn more of these vital lessons without having to go through the disaster part first. Have you learned things from surviving a disaster, that you can pass on? I'm most interested in things that happen to nearly everyone: having a hard drive crash, losing your parents, stuff like that, but if there are other things I should know, I'd like to hear those, too.
