Quick Data Collection Problem

I have a CSV with one column that contains User IDs. I need to make another CSV that counts how many times each User ID appears in the document, and output it to another CSV That has something like UID1 >> 3; UID4 >> 1; UID20 >> 0. There are thousands of User IDs, so I need to be able to set up a range for it to scan for. Is this possible with free software and not much programming expertise? [more inside]

Using a Canadian Moto G in the UK -- poor data speeds

Hallo. I just arrived in London today for a conference and I'm very tired. I brought my Moto G (1st gen, I think -- not LTE) from Canada, and bought a pay-as-you-go SIM card from EE. Phone and text work fine, but data speeds are miserable -- 0.15 download/upload. It's only connecting on the EDGE network, and I can't get it to use HSPDA. Am I screwed re: data speed? The people at the EE store weren't very helpful; they variably said the speed would improve in a few hours, or that it wouldn't improve at all because it's a Canadian phone. [more inside]

The iPhone (2010-2015, RIP) in my pocket has finally perished and I have to look for a replacement. I am in southern Ontario and have been dealing with Fido mostly problem-free for fifteen years, but I am open to other suggestions. I am all over Canada frequently for work so coverage, it is a thing. I have data on one sheet of an Excel document with three columns. I want to extract this for use on another sheet as follows: If a row in Column A contains X (text string) and a row in column B contains Y (also a text string) then what does the row in column C (always a value) which matches these two criteria contain? I have a batch of mixed-format data including long-form text fields, hyperlinks, number and plain text in an Excel doc. I have assembled a Word catalog merge file intended to allow me to proof the data manually. There are 42 records. The original promise of the data plans for an iPad was that they were not a long term contract, but rather something you could use for a month or two, disable / cancel for a few months and then activate again as you needed it. iPhone data service w/o paying for the phone part? (Seattle)

My ideal situation would be basically an iPod Touch with unlimited 4G connectivity for $50-60/month. I'd love to figure out a way to still have all of the features I love with my iPhone, while simultaneously ditching the cost of making calls. Seriously. I have so many anytime minutes banked it's nuts. I'm grandfathered on unlimited data with AT&T (which means nothing really), except that I have a AT&T iPhone 4S to use once my contract is up next year. (Thought it might be pertinent for scenarios.)
