Cell service in Cuba, 2016 edition

(previously, 2005). Looks like a trip to Cuba will in fact go down in September. Cursory research indicates that the cell network there is GSM and that there is no US roaming in place (not a shock). Any pointers, tips, useful links? [more inside]

Help me contact my brother in Cuba

My brother is missing/not in contact/has gone to Cuba and we can't reach him. This is not a 'he ran off' situation; he is supposed to be in Cuba for work. He is the operations manager of a jazz band who are playing a music festival there. He flew from Mexico into Havana last night -- we think. The last we heard from him was in Mexico. The constellations appeared upside-down in Cuba, why?

A friend of mine from Montreal just spent a week in Cuba, Cayo Coco. She says that when she was outdoors at night the constellations she's familiar with appeared to be upside down. Cassiopeia, for instance, looked like an M instead of a W. No, she wasn't stoned, drunk, tripping. Does anyone have an explanation for this?

I read a nonfiction piece awhile back that I can't find via my google-fu. It concerns a guy visiting Cuba who meets with locomotive types in memory of (or for) his father, who was a train buff. The piece was nostalgic and colorful, and focused on the concept of Cuban train engineering effectively being frozen in time. Can anyone help?

Does a stand alone translation tool like this exist?

The Google Translate app is awesome on my Droid 3 Android phone, especially the new conversation mode however it does not have an offline mode. I will be traveling where there is no convenient, fast, or affordable internet or cell service, specifically Cuba. Is there app or stand alone alternative that you know of? I especially like the speech to speech aspect of the conversation mode in google translate. English to Spanish and Spanish to English is what I am looking for.

What if a bank ignores an account "freeze"?

I read here that Cuba has frozen about $1 billion in foreign businesses' bank accounts and is now offering to dribble the money back to the account holders over five years at a piddling interest rate. But this is all "electronic" money, right (as opposed to physical cash)? What's to stop an account holder and a non-Cuban bank from ignoring the freeze, "transferring" the money electronically, and then simply acting as though the funds were actually transferred? Korea) I would like to know more about human rights for the average person in Cuba.
