Layout software or ideas for mosaic/decoupage projects?

Attention, crafty people! I do some decoupage (examples to follow) and have a new project I'm stumped on. I have several dozen Chinese birthday money envelopes that I want to arrange in some sort of interesting pattern on my kitchen table. I'm pretty stumped, so I'm trying to find out whether there's any Mac software (or a web-based app would work too) designed for helping mosaic makers make designs. Unfortunately, all I seem to be able to find is the Mosaic browser and various photo mosaic makers. Or, if there's not anything like that out there, I'm looking for ideas about how to lay it out. What resin is in this fabric?

I just got some of this nifty resinated chirimen fabric. The manufacturer won't tell what's in it. It hasn't darkened the fabric, doesn't leave a residue on your hands, doesn't smell. It's very pliable, holds a crease, holds a curl, keeps it from fraying. [more inside]
