What's an adequate symbol?

For Halloween this time, my wife, kids, and I will don our alter-egos as made-up superheroes and villains. I will be the acceptably nefarious Dr. Adequate. Best options for airbender temporary tattoos/clothing in LA?

I'm trying to create an pretty good airbender/air nomad costume for halloween. In particular I'm looking for advice on people I might turn to in Los Angeles to temporarily give me the iconic arrow tattoos. Do I want body paint? Henna tattoos? Something else? What do I need to be aware of if I've never done anything like this before? Would this Halloween costume be offensive to trans* people or allies?

I have an idea for a costume for our Halloween party that involves my not only dressing in drag but also explicitly calling out the fact that a guy dressing in drag shouldn't be as big a deal as it often is. Seems like a good idea to me - but as a white, cis, straight male I want to be sure I'm aware of any offense I might give to less privileged groups before making a final decision on whether to go through with the costume. Medieval scholarly costume on the cheap.

Halloween is coming, which means it's costume time. This year I've decided to go with a medieval theme, so that I can also have something to wear to the Renfaire which comes around in November. I have a vague idea that I'd like to dress as some kind of wandering scholar or scribe (it would allow me to wear glasses and is a nod to my academic real-life persona) but I don't really have a lot of ideas for how to make that awesome (or even really recognizable). I would like to keep the costume more on the realistic/historical side of the costume continuum than the funny/cheesy side, as much as is reasonable. I also am pretty broke, so I want to keep the Buying of Things to a bare minimum. I am happy to scrounge and to craft -- my main handicap there is that I do not have access to a sewing machine, nor do I even know how to use one, but I am otherwise pretty resourceful. How can I build a good costume around this?

What is this Game of Thrones character wearing under his shirt?

Ser Jorah Mormont of Bear Island, the knight exiled from Westeros, spends a lot of time in season 2 of Game of Thrones with his shirt half open (thank you, Gods). But one thing has been bugging me. What is the leather strap he always has on underneath his shirt? It's the piece that goes over one shoulder, across his chest, and under his other arm. Help me find this officer's uniform from the 1955 movie "French Cancan"?

There's a character in the 1955 movie "French Cancan" who wears a very fancy uniform. He wears a light blue double-breasted jacket with white braid and bright red pants with stripes on the sides. I think it is some kind of old fashioned military dress uniform. You can see the outfit 0.26 seconds into the trailer (warning:there are 26 seconds of cancan dancing first). My question is: (1) What sort of uniform was this? Or is it just a costume they made up for the movie? (2) Where/how could a modern person most affordably get a similar outfit of sufficiently good quality to wear around town at fancy occasions that are not Halloween?
