Does twitter ads hold itself accountable for followers it did not get?

Debating using Twitter ads at the company where I work- you only pay if the ads actually work, according to twitter - only if people follow you, they say. Our question - if it charges per follower, is it per follower who clicked through the ad and ended up clicking follow after being led there by the ad, or does it charge for every single - even organic or gained otherwise - follower you or your company or brand amass during the time the ad is running? This is a very big distinction as far as I am concerned.

How should we split these costs?

Four of us are going away for the Fourth using a rental car. Two will return Friday with the car (they need to get back for work) and the other two will go back Sunday with another friend who has extra room in his car. How much should estate planning cost?

What would you expect to pay a lawyer for a suite of estate planning/healthcare documents that are more or less standard forms (i.e., no complicated trusts, just everything going to the other spouse)? After getting married, and starting a new (temporarily lower paying) job, money is tight. Cheapest way from Tokyo to Kumamoto?

Last minute Japan travel: after making an error with timing I need to arrange one-way travel from Tokyo to Kumamoto quite quickly. What are the cheapest options? I have looked into flights and trains (for the 17th of August) and both seem expensive (about £200-£250 a ticket). I am in the UK at the moment. Would it be worth waiting until we arrive in Japan?
