My friend accidentally fried my Macbook. What is her responsibility?

I'm in grad school. My friend/classmate accidentally knocked over her water bottle on Wednesday and drenched my MacBook Air (which was on the classroom table about three feet away), killing at least the motherboard (per the repair shop where I took it) and possibly other things as well. It will cost at least $520 to repair; I'm out of AppleCare coverage because I got my computer a bit over a year ago. I have two questions. [more inside]

Unplugged PC Motherboard in a Hurry, Now in Trouble...

I finally broke down and bought a new CPU fan for my PC, which had sounded like a monster truck filled with ball-bearings playing the drums. What is the screeching?

Computer/Electronic/AudiophileFilter: I just finished my first build of a computer. When I plug in my computer's onboard sound into my receiver through the standard 3.5mm audio jack and output to two KRK monitors and a sub, I get screeching/scrambling from the speakers that drives me nuts. It basically sounds like I can hear my processor. This doesn't happen with headphones. Lots more inside. [more inside]

Is my CPU dead?

While in the middle of doing my taxes the other day, my monitor went to displaying a weird character over and over over the entire screen. The computer wouldn't respond at all, so I shut it off manually via the power switch on the back. Since then, whenever I've attempted to start it up, the fans come on, the hard drive clicks a couple times, as usual, and then nothing. The fans keep whirring but there's no beep, no usual startup process, and nothing ever gets displayed to the monitor. [more inside]

Do hardware upgrades mean HD reformatting is in my future?

I'm considering upgrading the processor (and possibly the motherboard) on an older PC. Am I going to have to reformat the HD? Obviously, I'll back up all the data just in case, but I was under the impression that the OS would just find the new hardware upon booting up for the first time. The 14 year-old at the local CompUSA claims otherwise--that I'll have to rebuild the OS once I put the new processor in place. So which is it?
