Practical, respectful and efficient approaches to community vote-based decision-making?

Looking for an efficient, respectful and fair process for a group of 10-15 people to reach a consesus. Some of the desired results: everyone would be heard respectfully (talking stick?) and cast a vote, a maximum amount of people would end up aligned with the choice, minimized influence of power games and hidden agendas, speedy (1-2 minutes per participant, including voting, so w/ 10 participants, a solid decision could be made in 10-15, max 20 minutes) Have you experienced an effective process supporting the above? What does it look like, step by step? Is there a resource where I can look up practical approaches to community-based choice-making?

The next facebook

Need ideas for websites I could build. I am going to be in between jobs in the next few months. That gap could be a week or it could be a year depending on how long it takes to find my next gig. Hi, I am about to graduate university and went through a long process of deciding what I wanted to major in and what I wanted to do after school. Suffice to say that those questions have been grappled with. I'm planning to get an MA in economics, and plan to take a year off to take my GRE and the appropriate math courses I need. Family Friendly Austin

Looking for family friendly neighborhoods in Austin. My wife and two small kids will be relocating to Austin. Our current neighborhood is filled with kids playing in the street and neighbors interacting with each other. We know and hang-out with a lot of our neighbors. What is the best solution for developing an online community site in PHP?

I have tried Elgg and BuddyPress, but those solutions just don't seem to work very well, mostly because of issues with the templates. I want to develop an online community that is based around my online radio station. The community should have forums, chat, galleries, user search, comments, walls, and all the other basic stuff that comes with an online community. It needs to be completely graphically customisable I'm looking for the best solution that is under $600, but preferable free.

Community Group Website

My community group needs a website and I've been given the job of setting it up. We need to sell tickets to events, keep track of membership dues/renewals, have some basic info pages, photos, etc. Right now we've working with Paypal, some spreadsheets, and a very out of date website (has a geocities era look to it). I'm interested in checking out the local hackerspace -- partly out of interest in doing stuff there, partly because they do work that's similar to ours (they work with adults, we work with kids). Their pricing policy is very expensive and only seems to make a token effort to reach out to low-income people like myself.
