NAME THAT FILM PART N, Regency Fop edition

Some time ago, on one of the national basic cable movie channels (USA, I think) which would run multiple showings of a given film for a month or so, I repeatedly flipped into a period film that amused me each time I watched a snippet. Poopoo Comedy Skitch

SketchFilter: I need help remembering where I saw a particular comedy sketch. The one portion that I remember was Fred Schneider (of the B-52s) or someone who was supposed to be him following a person around and while the person is going to the bathroom in a public stall, Fred pops his head up over the door and sings "Everybody's taking a poopoo!" I think this was during the early 90s. I thought it might have been the Ben Stiller show, but I just saw the DVD of that show and it was not, in fact, on that show. Help!
