I'm interested in using a Ruby CMS as a substitute for the usual Wordpress or Drupal. Although I know my way around Rails, I am not sure whether there might be a good off-the-shelf way to make the control panel as easy to use for regular folks who are not programmers.

Network guy dipping toes into web development. I want to create a "simple" site. The site would have members enter text and create tags for that text. The user would then generate "reports" based on the tags into templates. The data entered and reports generated would only we viewable by the user that entered it. I guess it would be a multi-user web based Cyrstal reports type of thing.
What is the right tool for the job? It would be nice if I could use a pre-build enviroment like a CMS (Drupal, Joomla) as I have access to training and web host offer simple installers. I am savvy with Linux and would prefer free software.

I've been brought onboard by a startup company to fix up their social networking website, which was built for them in Joomla and is a complete glitch-filled mess, both front and back end. After upgrading to the latest Joomla version, the site has more or less broken (does not function at all at the front end). Should I attempt to patch up and rebuild this mess in Joomla, or start over with a better choice of CMS?

I need a CMS which will let me specify which categories a particular registered user can view - e.g., A can view categories 1, 3, and 4; B can view 2 and 4; C can view 1, 2 and 5; and D can only view 5.
