I had my heart set on

Where would you buy a waistcoat (you know, like the vest part of a three piece suit) in Chicago? I know that All Saints has two in the fall line, but they (like the
department stores) are
both basic
black. Guy is looking for something a little more exciting, maybe with matching pants. I don't want the responsibility of sewing it myself (and pants are definitely beyond me, anyway). Custom is probably okay; online is okay; custom on-line is not preferred. He will not have the patience for going through vintage or consignment shops.

I am a 12-16, but I often find that I cannot fit into the highest 'straight size' at a mainstream retailer. This said, I cannot shop in a plus-size store as their smallest size hangs on me. I find this very frustrating!

I've been hanging out with first-graders lately, and I'm so jealous of their clothes! They wear things that are super-cute and stylish enough that they wouldn't look at all out of place on an adult, but also made to withstand tumbling around and playing. I am addicted to buying clothes online. Every time there's a sale for anything (15% off, free shipping etc.), I feel compelled to take advantage of it and buy whatever I want. I rationalize my behavior, thinking "oh, I'm saving myself money in the long run by buying these clothes now, rather than later when there's no sale." Or I'll say, "If I don't buy it now, they'll run out of stock, and then I won't have this beautiful item."
What can I do, say to myself, or change in my behavior, to prevent my online shopping sprees? If you see an item you like online that's just a convenient click away from being yours, what is the checklist you go through, mentally, before deciding to purchase/not purchase it? How do you keep your clothing budget under control?

Where do people shop for cool MEN'S clothes? I'm not 21 and don't want to wear skinny jeans with plaid Vans. But I'm not 40 and do not want to dress in the JCPenney uniform of khakis and golf shirt.
